Its illegal to do tattoos without being licensed, especially in a shop! Whats wrong RiRi? Well wait- I guess it shouldn't be a problem since the person she tatted is licensed. Still wrong though, she can be fined for this. Blame paparazzi if you have to pay a fine girl! Good luck with that.
